Benefit from Tier1 is, that you can use Mariner and Freeboter Warjacks. But you can't choose them.

it works perfectly... those warjacks are listed in mercs warjacks if you want to add them...

Ah, you are right. The section "Merc Warjack" just appears only after choosing Skarre as Warcaster.
